Pennsylvania is ramping up enforcement of a major safety law that affects all motorists, especially new drivers, permit holders, and their parents. Under Paul Miller’s Law, the state’s expanded distracted driving rules will shift from a warning phase to full enforcement beginning June 5, 2026.

Paul Miller’s Law bans the use of hand‑held devices while driving, even when stopped at a light or in traffic. PennDOT and state police will be able to issue fines of about $50 (plus court costs) to anyone caught holding a phone or similar device behind the wheel. 

For young drivers still building experience with a learner license or junior driver’s license, this means there’s zero room for phone distractions. Using your phone, even to check a notification, could not only jeopardize safety, but also result in a citation that shows up on a driving record.

  • Model good behavior! You set the example young drivers follow. 

  • Discuss the law and expectations early, and make sure your teen knows that hands‑free is the only legal option once they’re behind the wheel, even if they’re just picking up their driver permit.
