Florida has just passed a significant update to its driver license and learner permit requirements that will affect new drivers, especially teens and permit holders, starting August 1, 2025. This change focuses on strengthening driver education to improve road safety for young motorists. 

What’s Changing with Teen Driving Requirements

Under recently enacted Senate Bill 994, Florida now requires all first-time drivers ages 15 to 17 to complete a state-approved driver education course known as the Driver Education Traffic Safety (DETS) course before they can obtain a learner’s permit. This new requirement replaces the previous practice where teens only had to complete the four-hour Traffic Law and Substance Abuse Education (TLSAE) course to qualify. 

The updated course is longer and more comprehensive, focusing on defensive driving, traffic laws, decision-making skills, and a deeper understanding of roadway safety. It can be taken online or in-person, and many teens are already enrolling ahead of the August deadline.

Who This Affects

New drivers and permit seekers:

  • If you’re 15–17 years old, you’ll now need to complete the six-hour DETS driver education course before applying for your learner license. 

  • Teens who completed the four-hour TLSAE before August 1 may still use that certificate for a year, but after that date, only DETS will satisfy the permit requirement.

Parents and guardians:

  • This change means planning ahead for driver education when your teen is preparing for their learner’s permit. Allow extra time for the longer course and make sure all paperwork and course credits are completed before visiting the DMV. 

Why the Change Matters

Lawmakers designed the updated requirement to boost driver education and safety among young motorists by ensuring they receive more thorough training before taking the wheel. This reflects an effort to better prepare teens for real-world driving challenges and ultimately reduce crash rates among novice drivers.

As a reminder, teens also must meet other usual driver license steps like passing a knowledge exam, vision test, and holding a learner license for the required period before advancing to a full driver license.
