Some of them can. Until you get your graduated class-D new York license at 17, you can have only 2 passengers with you, unless they are family members or your guardian.
If you are age 17 and have a junior license, you must complete a state-approved high school or college driver education course to get a graduated class-D new York driver license, and some of that class time will include behind-the-wheel training with a licensed New York driving instructor.
To convert your provisional license to a graduated license after completing this trainning, you will need to bring your provisional license and the Student Certificate of Completion (MV-285) that you received from your instructor to any New York DMV. You will also need proof that you are 17 years old.
